Matching Creator Scheduling to Stock Levels During Thailand's Rate Freeze
DAMI Insights

If you sell a cross-border TikTok Shop Thailand seller heading into 11.11 and 12.12 with stock already ordered and a creator list that is not yet sequenced, the constraint that decided this year was not demand and not competition. It was how long your money stays gone. Thailand handed sellers something unusual this quarter: a cost variable that stopped moving. In September 2026 the Trade Competition Commission issued an order to six platforms — Shopee, Lazada, TikTok Shop, Grab, LINE MAN and Bolt — freezing GP, the combined base commission, campaign service fee and transaction fee, for six months, and requiring the platforms to submit the cost basis behind those rates for review. The window covers 9.9, 11.11 and 12.12 and expires in early 2027. What it does not cover is everything else: ad auctions, logistics pricing, coupon subsidies and overseas warehousing fees all remain adjustable, and the order's practical reach skews toward locally registered stores rather than cross-border ones. So the season's most expensive variable is no longer the fee line. It is whether the stock arrives when the creator content lands, and that one is entirely yours to get wrong.

Price the two failure modes separately, because they look nothing alike on a P&L. Say you ordered 3,000 units at 120 baht landed cost, 360,000 baht committed, and you brief sixty creators to post in the same week because that is when the campaign opens. A creator-led SKU in this market tends to move in a recognisable shape: it lifts within about three days, peaks around week two and decays through week four. Sixty creators posting at once puts the whole curve into five days. If stock covers only eight days you sell out on day five — the remaining fifty-five videos arrive to an out-of-stock listing, and the replacement inventory lands in week three, after the peak. You paid for sixty pieces of content and monetised five days of them. The opposite error costs differently: order optimistically, have the creator content underperform, and 360,000 baht sits in a warehouse whose fees were never frozen. Both are stock problems wearing a creator costume, and the freezy period is exactly long enough to make one of them your whole Q4.

The frozen variable is not the expensive one

It helps to be precise about what the freeze bought you, because the generous reading is wrong. It froze a number. It did not freeze your cost base. Ad pricing, logistics pricing, coupon subsidies and overseas warehousing remain adjustable, and a platform that cannot raise GP has a straightforward incentive to recover margin through the lines that were not frozen. Meanwhile the tax side moved the other way: from 1 January 2026 Thailand removed the 1,500-baht duty exemption, so goods from one baht upward carry import duty and 7% VAT, with a minimum effective burden around 17% on low-value items and duties up to 30% on apparel and footwear. And the demand side is not waiting: TikTok Shop took 48% of the Thai market in Q2 2026, ahead of Shopee at 45%, with roughly 60% of its GMV driven by LIVE. More demand arriving faster is precisely the condition under which a stock plan that was adequate last year stops being adequate.

One more thing is worth holding in view, because it changes how much room you have to be wrong. The platform designation thresholds in Thailand sit at annual transaction value above 100 million baht, or more than 100 local merchants without registration, or a user base above 5% of the national population — which means the rules that apply to you are tied to scale, and scaling into a peak is exactly what a good creator season does. A stock plan that works at 2,000 units is not the same plan at 20,000, and the obligations change somewhere in between.

Step 1 — Work out your real daily sell-through before you brief anyone

Do not size the plan off last season's average. Take the SKUs you intend to push and calculate daily sell-through from the last thirty days of your own data, then multiply by the lift you actually expect rather than the lift you hope for. A useful working assumption for a creator-driven push in this market is a 3x to 5x lift over baseline during the peak week, not 10x. Now put two numbers next to each other: days of stock at the lifted rate, and days of creator content you have committed. If the content runs longer than the stock, you are planning a stockout. If the stock runs much longer than the content, you are planning to carry inventory into January at a warehousing rate that was never frozen.

Build the number per SKU, not per store. Store-level averages hide the exact thing that breaks: within one store, one SKU can be two days from a stockout while another has eleven weeks of cover, and a single creator brief covering both will produce a stockout on one and dead stock on the other from the same campaign.

The stock-versus-content comparison is a two-column table, and it is the only artifact this whole plan needs. register with DAMI and ask the team for the peak-season stock and creator sequencing sheet so the daily sell-through and cover-days columns sit next to your creator list instead of in someone's head.

Step 2 — Split the season into three phases and assign stock to each

Split the season into three phases and give each phase its own stock allocation and its own creator job. Phase one is discovery: commit no more than about 25% of the seasonal stock and fifteen to twenty creators, and the only goal is to find which creative and which creators convert. Phase two is the push: once a winning creative exists, release roughly 40% of stock behind it with the bulk of your creator list concentrated into the peak window. Phase three is the tail: the remaining 35% runs on LIVE sessions and repeat posting, which is where Thai GMV disproportionately lives, and it exists to finish the stock rather than to find another winner.

The phase boundary should be a decision, not a date. Move from phase one to phase two only when a creative has cleared a threshold you set in advance — a conversion rate or a cost per order you named before the campaign started. If you move on the calendar instead, you will release the push budget behind whichever creative happened to be in front of you that morning, which is how a season gets spent without ever being tested.

Step 3 — Use the Halloween window as a paid rehearsal

Treat the Halloween window as a rehearsal you get paid for rather than as a smaller campaign. Run the actual mechanics at partial scale: the same brief format, the same packing and dispatch flow, the same LIVE run of show, the same fulfilment load. The point is to find the broken step roughly three weeks before Black Friday, while fixing it costs a few thousand baht instead of a quarter. A rehearsal that produces GMV is a bonus; a rehearsal that surfaces one failure you would otherwise have discovered in November is the entire return.

Two things cannot be compressed by budget and must be started early enough that money is irrelevant: creator content lead time and inbound inventory. Outreach to a posted video takes weeks regardless of how much you spend, and long-lead stock was an August decision, not an October one. By the time October opens you are no longer choosing among options — you are choosing among the options you preserved in September.

Step 4 — Decide in advance which stockout you are willing to accept

Decide before the season which stockout you would rather have, because you will get one. Selling out on day five with fifty-five videos still to land wastes the content spend and teaches the algorithm that your listing cannot be trusted to fulfil, which costs you distribution next season. Carrying stock into January costs warehousing that was never frozen plus the cash you cannot redeploy. Most sellers who think about this at all pick based on which cost is easier to see, and the content spend is always easier to see. Pick based on which one you can act on: inventory can be reordered, distribution damage cannot.

A practical target to aim at for the end of October: stock received and sellable, fifteen to thirty pieces of creator content already live, winning creatives identified and funded, and a LIVE format tested and repeatable. That is the list. Anything on it that is not true on 31 October is not a task for November — it is a scope cut, and making that cut deliberately beats discovering it mid-campaign.

How DAMI sequences a creator list against a stock position

DAMI brings an 8-million-plus creator database, competitor and competitor-store creator search, automated outreach tasks, AI-assisted outreach, AI video creation, sample management, campaign management, social media management, store analytics, and multi-store team dashboards into one place. Three actions cover the sequencing above, and each one produces something you can look at rather than something you have to take on trust:

Pull the Thai stores that are already running creator content at volume

Open competitor and competitor-store creator search in DAMI, pick three Thai stores in your category and pull every creator who posted about their products in the last thirty days. The output is a named list with a category fit you did not have to guess at.

Watch stock cover and creator output in the same view

Use DAMI's team data overview with your stores linked so sell-through, cover days and creator output sit on one screen. The output is the two-column comparison that tells you whether your content calendar is longer than your stock, which is the decision the whole season turns on.

Run samples in dated batches so phase one can actually be judged

Record every parcel in DAMI sample management against a batch date and a store, then read the batch back three weeks later as parcels sent, videos posted and GMV attributed. The output is a per-creator return rate, which is what decides who moves from the phase-one list into the phase-two push.

Frequently asked questions

Does the rate freeze apply to my cross-border store or only to local ones?

The order was issued to the platforms, not to sellers, and the practical reach skews toward locally registered stores because those fall cleanly under Thai jurisdiction. Cross-border stores sit further from the order's reach depending on entity and fulfilment route. Treat the freeze as a planning assumption you verify per store rather than as a guarantee, and keep modelling the fee line at its current level rather than at something better.

How much stock is enough for 11.11?

Enough to cover the peak at your expected lift, not at your hoped-for one. Take thirty days of your own sell-through, apply a 3x to 5x lift for the peak week rather than 10x, and check the result against how many days of creator content you have committed. If content outlasts stock, the answer is not more stock automatically — it may be a shorter content calendar, which is cheaper and reversible.

Should I concentrate all creators in the peak week?

No, and the reason is the shape of the curve rather than the budget. A creator-led SKU lifts in about three days, peaks around week two and decays through week four. Sixty creators posting at once compresses all of that into five days, which guarantees either a stockout or a dead tail. Phase them so the push lands on stock you actually hold.

Is LIVE worth the extra operational load in Thailand?

In Thailand, more than in most markets, yes: roughly 60% of TikTok Shop GMV there is LIVE-driven. But it is a format to rehearse, not to improvise — a session that runs two to four hours with a tested run of show behaves very differently from an ad-hoc one, and the Halloween window is the cheap place to find out which yours is.

Can I just track all of this in a spreadsheet?

For one store and a handful of SKUs, yes. It breaks when cover days have to be refreshed per SKU, when three people are editing the creator calendar, and when the decision you need mid-campaign is whether this week's push is still covered by stock. That decision needs a live number, and a sheet that was correct on Monday is the wrong tool for a Wednesday decision.

Conclusion

Cash is the one input that decides how large you are allowed to become, and everything above is about making the same money cover more of the business than it did last quarter. DAMI brings an 8-million-plus creator database, competitor and competitor-store creator search, automated outreach tasks, AI-assisted outreach, AI video creation, sample management, campaign management, social media management, store analytics, and multi-store team dashboards into one place.

Take the SKUs you plan to push, calculate daily sell-through from your last thirty days, apply a 3x lift rather than a 10x one, and write down how many days of stock that buys you. Then count the days of creator content you have already committed. Twenty minutes, and you know which of the two failure modes you are currently planning.

Start with DAMI and find out how much larger your next cycle can be without a larger balance behind it.
