If you are a TikTok Shop Indonesia seller carrying a basket under Rp150,000 with a 55% cost ratio, currently deciding which SKUs to nominate for 11.11, the decision in front of you is not which discount to accept. It is which deadline you can still act on, and what each option costs you after the platform has taken its share. Two dates matter more than the campaign calendar this year: 18 May 2026, when the per-item cap on dynamic commission rose from Rp40,000 to Rp650,000, and 11 October 2026, when Smart Promotion began charging against total store GMV instead of only subsidised orders.
Take one SKU listed at Rp150,000, discounted 20% for the campaign, so it sells at Rp120,000. Platform commission at 9% takes Rp10,800. Dynamic commission at the campaign tier of 7% takes Rp8,400. Order processing is Rp1,250. Logistics service is Rp5,060. Smart Promotion at 7% takes another Rp8,400. Returns at a 12% rate against a Rp5,000 one-way return fee add Rp600. That is Rp34,510 in fees on a Rp120,000 sale. Add a 55% cost ratio, which is Rp82,500 against the list price, and a 15% creator commission of Rp18,000, and the order lands at minus Rp15,010. At 2,000 orders on the peak day that is Rp30 million gone, and none of it shows up as a single line on the campaign report.

What changed in the Indonesian fee schedule, line by line
The Indonesian schedule now has six mandatory lines, and only one of them is the commission most sellers quote. Platform commission runs 2.5% to 10% for non-Mall sellers and 2.5% to 12.2% for Mall sellers, but most non-Mall stores sit at the top of that range, around 9% to 10%. Dynamic commission adds 3% to 8%, and since 18 May 2026 its per-item cap is Rp650,000 instead of Rp40,000, a roughly sixteen-fold increase that only bites on high-ticket items but removes the ceiling that used to protect them. Order processing is a flat Rp1,250 per transaction. A logistics service fee of up to Rp5,060 per order applies from 1 May 2026. Failed deliveries and returns cost Rp5,000 per direction from 1 June 2026. Mall sellers also pay a 1.8% payment fee capped at Rp50,000. Six lines, and the campaign report shows you one.
The seventh line is the one nobody puts in the sheet, because it is not called a fee. Smart Promotion took effect on 11 October 2026 and charges by ROI tier: below 5 the rate is under 0.5%, between 5 and 20 it runs 0.5% to 6% in normal periods and up to 7% during campaigns, and at 20 or above it runs 5% to 6% normally and 6% to 7% in campaigns. The tier is reviewed monthly. What makes it dangerous for a campaign is the basis: the ROI is calculated only on subsidised orders, but the fee is charged on total store GMV, including orders that received no subsidy at all. And there is no manual spending cap, so the only control is enrolment itself. A 30-day free trial converts to paid automatically unless you ask to leave.
Step 1 — Price the SKU at its campaign price, not its listing price
Almost every seller computes campaign margin against the listing price, because that is the number on the product page they have been looking at for months. The platform charges against the price the buyer actually pays. On the Rp150,000 SKU above, the gap between the two bases moves Rp30,000 of revenue, and every percentage line shrinks with it. The commission percentage stays the same, so the fee in rupiah drops too, which makes the campaign look cheaper than it is: you are paying a smaller fee on a smaller sale while the fixed lines stay exactly where they were. Order processing at Rp1,250 and logistics at Rp5,060 do not move with price at all. On a Rp120,000 sale those two lines alone are 5.3% of revenue; at the pre-discount price they were 4.2%.
Build the sheet with the campaign price in column one and six cost rows under it, then a seventh row for Smart Promotion that references total store GMV rather than the SKU. Fill the commission row with the rate your category actually carries, not the headline rate, because non-Mall stores sit near the top of the 2.5% to 10% range. Keep dynamic commission and platform commission on separate rows even though both are percentages, because the dynamic one has the Rp650,000 per-item cap that only applies to it. Put returns in as a rate times Rp5,000 per direction, not as a fixed number, so the row moves when the campaign pushes your return rate up. If the bottom line is positive only when the Smart Promotion row is deleted, the SKU is not profitable; the programme is paying for itself out of your margin.
If you want the sheet rather than rebuilding it, the six-line cost template is on the same page as the dashboard — register with DAMI and ask the team for the cost template and it comes with the campaign-price column and the Smart Promotion row already separated.
Step 2 — Put all six fee lines on one sheet, including the two that scale with total GMV
Two of the seven rows scale with total store GMV rather than with the SKU, and both are easy to under-budget because the report presents them as a platform investment. Smart Promotion charges on everything the store sells in the period, so a seller who enrols to get campaign traffic also pays on the full-price orders that came in through organic search. The same logic applies to any programme whose fee basis is store GMV. What that means in practice is that the marginal cost of the campaign is higher than the campaign itself: the SKU you nominate pays twice, once for its own orders and once for the store's baseline. If a store does Rp800 million a month and enrols at the 7% campaign tier, that is Rp56 million a month against the whole store, of which only part belongs to the campaign.
The tier is monthly, so the campaign month can move you up and the following month charges at the higher rate on ordinary sales. A store that runs at ROI 18 in a normal month sits in the 0.5% to 6% band; a campaign that pushes subsidised GMV up can lift the ROI reading past 20 and put the store in the 5% to 6% normal band the month after. Read the tier as a two-month commitment, not a one-month one, when you decide whether to enrol for 11.11.

Step 3 — Set creator commission against what is left, not against the sale price
Creator commission is usually set as a percentage of the sale price, negotiated once and then reused across campaigns. The correct base is what is left after the platform has taken its share and the goods have been paid for. On the SKU above, after six fee lines and a 55% cost ratio, Rp2,490 is left before any creator is paid, which is 2.1% of the sale price. A 15% commission is not a negotiation margin on that number; it is a subsidy. Either the cost ratio comes down, or the discount comes down, or the commission comes down, and the only one of those three you can change inside a week is the commission. Set it as the residual: sale price minus fees minus cost, times the share you are willing to give away, and if the result is under 8% do not run the SKU with creators at all.
Worked backwards, the same SKU needs a sale price of Rp168,000 to support a 15% creator commission and still leave 8% net: at that price, with the same six fee lines applied proportionally, the residual before commission is Rp38,500. That is Rp18,000 above the listing price, which is why the honest answer for most low-ticket SKUs is not a better commission rate but a different basket. Bundling two units moves the order into a price band where the fixed Rp1,250 and Rp5,060 lines fall from 5.3% of revenue to under 3%, and that single change buys back more margin than any commission negotiation will.
Step 4 — Decide which SKUs stay out of the campaign, and write down why
The SKUs to leave out are the ones where the fixed lines dominate: anything under Rp100,000 after discount, where Rp6,310 of order processing and logistics is already more than 6% of revenue before a single percentage fee is charged. Leaving them out is not a loss, because the campaign does not make them profitable; it makes them sell faster at a loss. Write the exclusion list before the nomination list, with the arithmetic next to each name, and have the person who owns the P&L sign it. The reason is social rather than financial: once a SKU is in the campaign, the team will defend it, and the defence will be about traffic rather than about margin.
Keep the signed list with the campaign brief, not in a spreadsheet only one person opens. When someone asks in week two why a fast-moving SKU is not in the campaign, the answer is a number rather than an opinion, and the conversation ends there. This is the cheapest governance you will get all quarter.
Where DAMI fits: three moves that keep the numbers current
DAMI brings an 8-million-plus creator database, competitor and competitor-store creator search, automated outreach tasks, AI-assisted outreach, AI video creation, sample management, campaign management, social media management, store analytics, and multi-store team dashboards into one place. Three moves cover this, and each produces something you keep.
Move 1 — Pull the SKU list with its real cost ratio, not the one from last quarter
Use store analytics to rank SKUs by actual gross margin over the last 60 days rather than by revenue, then export the list with cost and return rate attached. The output is a ranked list where the bottom third is already disqualified from the campaign before you look at a single discount.
Move 2 — Build the six-line sheet against campaign price
Enter the campaign price in column one, apply the six fee lines at your category rates, and add the Smart Promotion row separately against total store GMV. The output is a per-SKU net figure that you can sort; anything negative stays out without further debate.
Move 3 — Set the creator brief from the residual
Take the residual after fees and cost, decide the share you will give away, and write that percentage into the brief along with the exact category and follower-country filters for the creator search. The output is a brief that a teammate can execute without re-deriving the economics.

Questions sellers ask before nominating
Is the Rp650,000 dynamic commission cap charged per item or per order?
Per item. An order containing three units of the same SKU is charged against each unit, which is why the cap change matters most for high-ticket single-unit sales and barely touches basket-stuffed low-ticket orders.
Does Smart Promotion charge on orders that received no subsidy?
Yes. The ROI figure that sets your tier is calculated only from subsidised orders, but the fee is applied to total store GMV for the period, including full-price orders that never touched the programme.
Can I set a budget cap on Smart Promotion?
No. There is no manual spending cap. The only controls are whether you enrol and whether you leave, and a 30-day free trial converts to paid automatically unless you request to exit.
If I keep the same commission rate but raise the price, am I safe?
Not automatically. Raising the price moves the SKU out of the low-ticket band where the fixed lines dominate, which helps, but it also changes conversion and therefore the Smart Promotion tier reading. Re-run the sheet rather than assuming the old answer holds.
I am already inside the campaign window and cannot rebuild anything. What can I still change this month?
Two things. The creator commission rate is the fastest lever, because it is set per brief and can be changed on the next task. The exclusion list is the second, because leaving a losing SKU out costs nothing except the argument. Everything else, including the fee schedule, is fixed for the quarter.
The number to check before you nominate anything
Every deadline in this piece is an arithmetic question wearing a date. The date tells you how long you have; the arithmetic tells you whether to use it. DAMI brings an 8-million-plus creator database, competitor and competitor-store creator search, automated outreach tasks, AI-assisted outreach, AI video creation, sample management, campaign management, social media management, store analytics, and multi-store team dashboards into one place.
Open last month's order export, take the ten SKUs you are about to nominate, and write two numbers next to each one: the campaign price and the six-line fee total at that price. Fifteen minutes, no new tooling. Whatever comes out negative goes on the exclusion list before you open the nomination form.
Start with DAMI and put the numbers on one sheet before the deadline decides for you.
